JPG to PDF Converter
Combine several photos of documents into a single A4 PDF. Works with JPG, PNG and iPhone HEIC, lets you reorder and rotate pages, and shows the final file size before you download. Your images are processed in your browser and never uploaded.
File size options and resolution
Photos are scaled against the long edge of A4 (297 mm). Smaller photos are never upscaled — they are placed as they are and stretched to fit the page.
| Setting | Max long edge | At A4 | Best for |
|---|---|---|---|
| Best | 3508px | 300 dpi | Printing, archiving |
| Medium | 2339px | 200 dpi | Job, school and government portals |
| Small | 1754px | 150 dpi | Email, strict upload limits |
Page size and margins
- A4 — 210×297 mm. Portrait photos get portrait pages; wider photos get landscape pages.
- Fit to photo — each page takes the shape of its photo (297 mm long edge), with no white border.
- Margin — None 0 mm, Narrow 10 mm, Normal 20 mm. For printing, Narrow or more is safer because many printers can’t print to the edge.
Compared with your phone’s built-in options
iPhone can create a PDF from the Files app, and Android can "Save as PDF" from the print menu. Neither lets you fit every page to A4 or choose margins and file size, so pages often end up different sizes. Here every page uses the same paper size and you see the file size before downloading.

How to convert images to PDF
- Drag your photos into the box above or click to choose them. Select several at once and add more any time. On a phone, pick them from Photos or the Files app.
- Put the pages in order with the arrow buttons and fix sideways photos with the rotate button. Remove any page you don’t need.
- Choose the page size (A4 or fit to photo), margin and file size, then tap "Download PDF". If a form has a size limit, switch the size to "Small".
FAQ
Are my images uploaded to a server?
No. Reading the photos and building the PDF both happen inside your browser, so nothing leaves your device. That makes it a safe choice for IDs, bank statements, medical forms and other sensitive documents.
Can I combine multiple JPGs into one PDF?
Yes. Each photo becomes one page, in the order shown in the list. Use the arrows to reorder; new photos are added at the end. There is no page limit, but hundreds of high-resolution photos may be slow on low-memory phones.
My PDF is too large to upload. How do I make it smaller?
Set the size to "Small": photos are scaled to 150 dpi at A4 (1754 px on the long edge), which usually keeps a document page to a few hundred KB while text stays readable on screen. Use "Best" (300 dpi) for printing and the default "Medium" (200 dpi) for most submissions. The real file size is shown on the download button.
What happens to landscape photos?
With A4, landscape photos go on a landscape A4 page and portrait photos on a portrait page. The photo keeps its aspect ratio and is centered as large as possible. The preview shows exactly what the PDF will look like.
What is the difference between A4 and "Fit to photo"?
A4 makes every page 210×297 mm, which is what most printers and document portals expect. "Fit to photo" makes each page the same shape as its photo (297 mm on the long edge), so there are no white borders — good for receipts or PDFs that will only be read on screen.
Does it work with iPhone HEIC photos?
Yes. Safari reads HEIC directly; Chrome and Edge download an open-source HEIC decoder (libheif) the first time. The photo’s orientation is respected so pages come out upright. iPhone can also make a PDF from the Files app (select photos → More → Create PDF), but it can’t fit pages to A4 or reduce the file size.
Can I search or copy text in the PDF?
No. Photos are placed on the pages as images, so the text inside is not selectable. There is no OCR. The PDF shows the pages exactly as they look in your photos.
Is photo metadata like GPS location kept?
No. The images are re-drawn before they go into the PDF, so location, camera and date metadata are not included. The PDF only records the producer name (wimouniv.com).
Does it work on my phone?
Yes, in Safari or Chrome on iPhone and Android. "Download PDF" saves to the Files app on iPhone and to Downloads on Android, and the "Share" button sends the PDF straight to mail or messaging apps.
